What does it compare?

Why are the two documents not identical if they look the same?

Usually formatting, key order, or number formatting differs. The comparison ignores those, so if it still reports a difference it is in a value or a type.

Does it care about key order?

No, and it should not — key order is not meaningful in JSON. Only values and types are compared.
